PLENARY: Collaborating Through Conflict: A Case Study on the Cuban Missile Crisis Location: CU Denver, Terrace Room

This session explores how to realize the benefits of diverse perspectives within a legislature or a caucus without falling into dysfunctional conflict. Drawing on research in group decision making, National Institute for Civil Discourse Executive Director Keith Allred leads this interactive, skills-building session. The conversation starts with a discussion of the Kennedy Administration’s decision to sponsor an incursion into Castro’s Cuba and the monumental blunder that it turned out to be.

Gale, the Chief Program Officer at StoryCorps, with Future Caucus’ “2021 Rising Star” and Cherisse Eatmon Collective Impact Award recipients on how they have successfully worked to establish connections and build relationships across the aisle with those they disagree with on many political issues.

Join this fireside chat with Walton Family Foundation Executive Director Caryl M. Stern to explore how cross-sector coalitions are moving the needle on issues such as education, housing, the COVID-19 pandemic, and water use and access.

Small and rural communities are seeing growing numbers of young people leave their communities for opportunities elsewhere, thereby continuing the trend that created this problem in the first place. In this session, we’ll explore what states can do to attract and retain young workers to increase prosperity for all.

Energy and the Environment:
Presenters: Sen. Chris Hansen (D-CO) | Moderators: Rep. Kayla Young (D-WV); Sen. Kenneth Bogner (R-MT)
As the nation focuses more on transitioning to renewable energy, many workers in traditional energy industries feel left behind. In this session, we’ll discuss the challenges that transitioning to renewable energy has on the individuals who are facing employment instability as a result.

POLICY BREAKOUT: Criminal Justice Reform & Strengthening Democracy

Criminal Justice Reform:
Presenters: Rep. Emily Virgin (D-OK), Policy Counsel for Human Rights for Kids | Moderators: Rep. Daniel Pae (R-OK); Rep. Jeramey Anderson (D-MS)
During this session, legislators will be invited to discuss the impact of juvenile justice policies, how legislators can ensure fair treatment of youth in the system, and the role states play in reform. This discussion is built off of the work done with Future Caucus’ Criminal Justice Reform Advisory Council, with the goal of identifying new policies to promote a fairer juvenile justice system.

Strengthening Democracy:
Nick Troiano, Executive Director, Unite America | Moderators: Rep. Mari Manoogian (D-MI); Rep. Devin Carney (R-CT)
A discussion on popular primary reform proposals, including open primaries, top two/four/five primaries, and nonpartisan blanket primaries. These proposals have been entertained in different states with the view that they counter political polarization, and this discussion will analyze the nature of these primary reform proposals and their real-world impact.
